Normally if the shelf price for merchandise lower than it scans at cashier, - store held responsible and charges lowest price. Some companies extend apology to customer and give the item free of charge. That is also Superstore policy, which apparently store manager not aware of. He just said whatever the item scans is the right price - dead end.
